I run a small trading company based in Guangzhou that has just started importing fresh fruits. This is our first full-container import of cherries, and the cargo will arrive at the Port of Shanghai next week.

Previously, we only had suppliers send small parcels for us, and we have never picked up a full container by ourselves. I have asked peers in the industry, some say we can handle the process on our own, while others say finding an agent saves a lot of trouble. Now I am in two minds.

I calculated that the agency service fee will cost thousands of yuan, which makes me feel reluctant to spend, but I also worry that improper handling of procedures will delay container pickup, and if the fresh produce spoils at the port, we will lose all our investment. I have not slept well for days, and I want to make it clear whether I need to find an import agent to handle the container pickup under my current situation?

Many small and medium-sized cargo owners making their first import container pickup fall into the misconception that "container pickup is only about going through procedures at the port, and handling it on our own can save service fees". In fact, this operation is very likely to lead to unexpected pitfalls.

For time-sensitive goods such as fresh produce, the most common cascading problems caused by self-handled container pickup are: lack of pre-verification of document information, which leads to clearance delays when errors are found in HS code classification or quarantine certificates do not meet requirements after cargo arrival. Secondly, unfamiliarity with the expense settlement rules of terminals and shipping companies will make you miss the free storage and free container usage period, resulting in high port demurrage and container detention fees. The worst scenario is that the fresh produce cannot be cleared and picked up in time, spoils and deteriorates completely, leading to total loss of the whole container, plus extra waste disposal costs.

The core judgment criteria for physical risk isolation is very clear: if you are making your first full container import, the cargo is time/temperature-sensitive,or the cargo owner does not have a fixed on-site operation team at the customs port,it is recommended to entrust a professional agent if any of the above conditions is met.

You can refer to this exclusive loss prevention tip: if the cargo owner wants to control costs, you can choose to only entrust the agent to do pre-document verification and customs clearance coordination, and handle the subsequent container pickup by yourself. In this way,you only need to pay a basic service fee,and the core risks are avoided. For high-value and time-sensitive goods,it is recommended to entrust the full-link agency service,pre-lock the detention fee waiver quota in advance, open a customs clearance green channel, and minimize the waiting time for container pickup to the greatest extent.

The last reminder is that no matter which method you choose, you must complete the document pre-verification 72 hours in advance,do not start preparing procedures until the cargo arrives at the port,to avoid irreversible problems that arise at the last minute.

Customs declaration procedures must be completed before import container pickup. Any error in the declaration process will lead to pickup delay. If the cargo owner handles declaration by himself, it is very easy to trigger price verification negotiation due to wrong HS code classification or inconsistent declared price with the customs database, which will extend the process by 3 to 7 working days.

For fresh produce, wrong HS code classification will also lead to mismatched quarantine requirements, and the container will be detained directly. You need to check the regulatory document code of the goods in advance, confirm the import access qualification, complete pre-declaration in advance, verify that the document information is consistent with the actual goods information, modify any differences in time, and avoid delayed pickup caused by deleting and re-submitting the declaration after cargo arrival. Without professional customs declarants, it is difficult to handle issues such as price verification disputes in a short period of time, which will directly affect the pickup timeliness.

Import full container pickup involves multiple links including document exchange with the shipping company, terminal fee payment, and container pickup schedule reservation. Different shipping companies have different document exchange rules, some require advance reservation of document exchange time, and overdue operation will generate extra fees. Self-operation easily leads to missing the free storage and free container usage period.

The shipping company's container detention fee accumulates on a daily basis, and the rate will double after the 7th day. Some ports will also charge over-limit storage fees. The extra fees generated in 7 days are often far higher than the agency service fee.

For cold chain containers, you also need to reserve power supply for the reefer container in advance. Self-operation easily results in missing the power supply procedure, which leads to temperature rise and cargo deterioration. Long-term cooperative agents can get extended free container usage quota from shipping companies, and help apply for extension in advance to effectively control extra costs.

Tariff and value-added tax payment must be completed before import container pickup. Late tax payment will also lead to pickup delay. For import goods from the European Union and some Southeast Asian countries, you can enjoy the VAT deferral policy. It is very difficult to meet the deferral access requirements by self-operation, and you cannot take advantage of the cash flow benefits brought by tax deferral.

The agent can judge in advance whether you meet the VAT deferral qualification, complete the record filing, help revitalize cash flow and reduce capital occupation cost. When calculating the dutiable price of some taxable goods, self-operation easily omits taxable expenses such as freight and insurance premiums, which leads to customs post-clearance audit for supplementary tax payment and late payment surcharge afterwards, posing a high compliance risk. Professional agents will complete the dutiable price calculation in advance to ensure compliance with tax requirements and avoid subsequent supplementary tax payment.

The foreign exchange settlement operation corresponding to import container pickup must comply with foreign exchange regulatory requirements. Any non-compliance in the process will lead to failure to unlock the cargo right afterwards, which affects the pickup.

If you use cross-border RMB payment, you need to confirm that the information in the CIPS message is consistent with the customs declaration information. Inconsistent information will lead to payment failure, delay tax payment, and further affect container pickup.

Self-operation can hardly adjust the message information quickly, and it usually takes 2 to 3 working days to complete the modification. Professional agents are familiar with the compliance requirements of payment and settlement, can verify the consistency of payment and settlement information and customs declaration information in advance, ensure smooth settlement process, and avoid affecting pickup timeliness due to settlement issues, while preventing payment and settlement compliance risks that will affect subsequent import and export business.

After the arrival of the import full container, random inspection by customs is very likely. If fresh produce is selected for inspection, self-handling will easily delay the timeliness and lead to cargo deterioration. During the inspection, you need to check the authenticity of the seal, confirm that the seal information is consistent with the bill of lading information. If the seal is damaged, you need to take photos for proof and file a claim against the shipping company in time.

For unpacking inspection, you need to arrange forklift and unpacking personnel in advance. Self-operation can hardly coordinate immediate unpacking resources at the port, and you usually need to wait 1 to 2 days for the inspection arrangement. Professional agents maintain long-term on-site connection with the port, can quickly coordinate inspection resources, arrange priority inspection for time-sensitive goods such as fresh produce, shorten inspection waiting time, and can dock with the sample submission and appraisal process, quickly get the test report, and get the goods released and picked up as soon as possible.

Import full container pickup involves cargo right transfer. Many small and medium-sized cargo owners easily ignore the cargo right risk. If the import is made under FOB terms, you need to confirm that the bill of lading has been correctly endorsed and the full cargo right has been transferred to the buyer before processing document exchange and pickup, otherwise there will be risks such as release of goods without original bill of lading or wrong container pickup, and it is very difficult to get compensation for subsequent cargo right disputes.

If the payment is made by letter of credit, you need to confirm that the bill of lading information complies with the L/C terms, inconsistent information will lead to bank dishonor and affect the cargo right. You need to verify the cargo right information and endorsement information of the bill of lading in advance, confirm the cargo right transfer process under the trade terms is compliant, prepare corresponding letter of guarantee documents in advance to deal with various special situations occurring during the document exchange process, and avoid cargo right dispute risks.

The operation choice of import container pickup needs to be combined with the overall supply chain inventory arrangement. If you have long-term and stable import supply sources, and you do not have a professional operation team, long-term entrustment of agent pickup service can help reduce the overall supply chain cost and stabilize the pickup timeliness.

You can match corresponding agent service plans according to cargo volume and arrival schedule, different operation modes for full container and consolidated cargo correspond to different cost structures, which helps to optimize the overall supply chain cost. For small and medium-sized cargo owners, there is no need to set up a dedicated import operation team, which saves long-term labor costs. Meanwhile, you can use the agent's resources to get lower contracted rates from terminals and shipping companies, which is far more cost-effective than self-operation in the long run.
