Reliable sourcing and import agency services.
I am a finance staff member of a foreign trade enterprise. I just completed the settlement of agency services for a batch of imported goods last month, and now I'm stuck at the stage of recording the agency fees. The domestic agency we entrusted issued a special VAT invoice, but I don't know which accounting account this expense should be recorded in—should it be included in the purchase cost of goods or period expenses?
In addition, can this agency fee be used to offset input VAT, and are there any requirements for pre-tax deduction of corporate income tax? Also, are there any new changes to cross-border service tax policies in 2026 that will affect the recording?
I heard from a colleague before that incomplete supporting documents may lead to tax audits. I only have the agency agreement and payment receipt on hand now; what other documents do I need to prepare? I'm really afraid of making mistakes, please help me clarify this.

The recording of import goods agency fees needs to be handled step by step based on the nature of the business, trade terms and compliance requirements. The accounting account for import goods agency fees should be determined based on trade terms and service scope: If it is service fees such as customs declaration agency and document exchange under FOB terms,it belongs to period expenses in the procurement link and should be recorded in "Sales Expenses - Import Agency Fees" or "General and Administrative Expenses",if it is exclusive agency service fees additionally incurred under CIF terms,it needs to be separately accumulated and must not be mixed with freight and insurance accounts. If the agency fee includes multiple services such as cargo transportation and warehousing,it needs to be split and recorded according to the service content to avoid confusing cost accounting.
VAT deduction must meet the requirements of consistency of three flows and invoice compliance: For special VAT invoices issued by domestic agencies, the flow of goods, capital flow and invoice flow must be consistent, and the invoice content must match the actual service before the input VAT can be deducted. If the agency service is provided by an overseas institution that has no permanent establishment in the territory, the enterprise shall withhold and pay VAT at a rate of 6%,and the tax payment certificate for withholding and payment can be used as the basis for input VAT deduction.
There are minor adjustments to cross-border service tax policies in 2026: In some pilot free trade zones, eligible import agency services can enjoy the additional deduction preferential policy for withheld and paid VAT,and enterprises need to confirm the applicable scope in advance. In terms of corporate income tax deduction, the agency fee must be supported by valid legal documents and be related to production and operation. Agency services provided by related parties must follow the arm's length principle to avoid tax adjustments.
The complete set of documents to be retained includes: agency agreement, special VAT invoice, payment voucher, copy of customs declaration, service detail list, etc。which must be retained for at least 10 years for inspection. Common pitfalls include recording the full amount of agency fees into goods cost, failing to split multiple service fees, ignoring withholding and payment obligations, etc。all of which may trigger tax risks.

The recording of import agency fees must be correlated with customs declaration documents. First, it is necessary to confirm that the invoice issued by the agency includes specific service items, service recipients and fee details, avoiding the vague wording of "agency fees". When declaring the customs declaration, the import agency fee should be classified under "miscellaneous fees" or "other fees" to ensure that the amount on the customs declaration is consistent with the recorded amount.
If the agency fee involves an overseas agency, it is necessary to confirm in advance whether it has a permanent establishment in the territory; otherwise, relevant taxes and fees must be withheld and paid in accordance with regulations. At the same time, the complete set of documents such as agency agreement, payment voucher, invoice and copy of customs declaration must be retained for inspection by tax authorities and customs.
Some enterprises tend to directly record import agency fees into goods purchase cost, but in fact, it should be determined according to trade terms: if it is the agency fee under FOB terms, it belongs to procurement link expenses and should be recorded in sales expenses or general and administrative expenses; if it is the additional agency service fee under CIF terms, it needs to be separately accumulated to avoid confusion with freight and insurance fees. The electronic document archiving requirement implemented by customs in 2026 also requires enterprises to retain electronic customs declarations together with paper documents to ensure the integrity and traceability of documents.

The recording of import agency fees under different transportation modes needs to distinguish specific scenarios. In FCL sea freight business, the agency fee usually includes service fees for links such as booking, document exchange and customs declaration, which need to be checked one by one with the details in the logistics bill to avoid mixing container detention fees and free storage period fees into the agency fee account. The agency fee for air freight business mostly includes fees such as air waybill processing and customs clearance assistance, which needs to be cross-verified according to the airline's bill and the agency's settlement statement.
For the agency fee of transshipment goods, it needs to be split and recorded according to the service content of different transshipment nodes to ensure that each fee has a corresponding service voucher. In addition, if the enterprise adopts a centralized bulk import mode, it can negotiate package charging with the agency. At this time, the agency fee needs to be reasonably allocated according to the cargo batches to avoid excessive or insufficient recorded fees for a certain batch of goods. In 2026, international logistics rates fluctuate frequently, so enterprises need to retain the current market price reference basis to ensure that the recorded amount of agency fee is consistent with the current actual cost and avoid cost questioning from tax authorities.

The tax treatment of import agency fees needs to focus on two links: VAT deduction and corporate income tax deduction. First, the special VAT invoice issued by a domestic agency must meet the requirement of consistency of three flows (flow of goods, capital flow, invoice flow) before the input VAT can be deducted.
If the agency service is provided by an overseas institution that has not established a permanent establishment in the territory, the enterprise shall withhold and pay VAT at a rate of 6% and corporate income tax at a rate of 10%. In 2026, some pilot free trade zones can enjoy preferential policies for withholding and payment, and the applicable scope needs to be confirmed in advance. In terms of corporate income tax deduction, the agency fee must be supported by valid legal documents and be related to the enterprise's production and operation.
If it involves agency services provided by related parties, the pricing must follow the arm's length principle to avoid tax adjustments by tax authorities. In addition, if the agency fee includes subsequent services such as maintenance and testing, it needs to be accounted for separately and cannot be fully recorded as current expenses; instead, it should be amortized according to the service period.

The recording of import agency fees must be strictly matched with the foreign exchange collection and payment operations. First, it is necessary to ensure that the transaction code for foreign exchange payment is consistent with the service content of the agency fee. For example, the transaction code "202010" should be used for customs declaration agency services, and "202020" for freight forwarding services. If cross-border RMB payment (CIPS) is adopted, the specific purpose of the agency fee must be clearly marked in the payment instruction to avoid bank rejection or compliance questioning from tax authorities.
For consolidated payment of multiple agency fees, the corresponding invoice and detail list for each fee must be attached to ensure that each foreign exchange payment has a corresponding recording voucher. In addition, the State Administration of Foreign Exchange has strengthened the supervision of cross-border service payments in 2026, so enterprises need to retain foreign exchange collection and payment vouchers, agency agreements and invoices for at least 3 years. If there is an exchange rate difference loss, it must be accounted for in accordance with accounting standards, and the recorded amount cannot be adjusted arbitrarily. At the same time, the foreign exchange payment amount and the recorded amount must be checked regularly to ensure that they are completely consistent and avoid inconsistent accounting.

The recording risks of import agency fees need to be avoided in advance through the agency agreement. The agreement must clarify the charging standard, service scope, invoice issuing time and compliance requirements of the agency fee. For example, it should be agreed that the agency shall issue special VAT invoices that meet tax requirements, and if the enterprise cannot deduct or offset due to non-compliant invoices, the agency shall bear the corresponding losses. At the same time, the agreement must clarify the party responsible for the fees to avoid confusion in the recording subject caused by third-party advance payment.
If it involves an overseas agency, the agreement must stipulate that it needs to provide valid tax resident identity certificate to enjoy tax treaty benefits and reduce the tax cost of withholding and payment. In addition, the settlement method and time of the agency fee must be clarified in the agreement to avoid late payment penalties that affect the enterprise's accounting treatment. The dispute resolution clause in the agreement must also be clear. If there is a service fee dispute, relevant evidence must be retained in a timely manner to ensure that the recording process is not affected.

The cost accumulation of import agency fees can improve efficiency through supply chain structure optimization. First, a unified accounting ledger for agency fees can be established, with classified registration according to cargo category, procurement batch and agency service type, which facilitates subsequent cost analysis and accounting treatment.
For long-term cooperative agencies, an annual framework agreement can be negotiated and signed, adopting a combination of prepayment and actual settlement to simplify the recording process. At the same time, by integrating the agency services of multiple import suppliers, bulk bargaining can be realized to reduce the unit agency fee cost and improve the overall efficiency of the enterprise.
In addition, the recording of agency fees needs to be linked with the enterprise's inventory management system to ensure that each agency fee can be corresponding to a specific batch of imported goods, avoiding cost accumulation errors and providing accurate financial data for the enterprise's supply chain decision-making. The popularization of supply chain digital tools in 2026 can also help enterprises automatically accumulate agency fee data, reduce errors in manual accounting and improve recording efficiency.
