I am engaged in the export of outdoor energy storage products. In the past six months, I have shipped nearly 20 batches of goods.

The small freight forwarder I used before only assisted with space booking, and no one coordinated when problems occurred in subsequent customs clearance or containers were rolled, resulting in nearly 20,000 RMB of extra demurrage and urgent reallocation fees. Next, I need to ship 12 full containers to Rotterdam, the Netherlands, plus a batch of LCL cargo to Southeast Asia.

I previously encountered the problem of hidden charges, and was charged thousands of RMB of document operation fees for no reason, without even the service of reminding the free storage period in advance. Now I urgently need to figure out what exactly international freight forwarding services include, which are basic services, and which are value-added items that require additional payment, so that I can clearly divide rights and responsibilities in the contract and avoid unnecessary traps again.

Many customers mistakenly believe that international freight forwarding only includes the space booking link. In fact, the complete service is a full-process link combination covering the whole period from goods leaving the warehouse to after receipt, without any breakpoints.

The pre-link covers the details of pre-document review, verifies the logical consistency of packing lists, invoices and product classification codes in advance, conducts preliminary compliance screening on MSDS documents for battery-containing products,so as to avoid document rejection caused by inconsistent classification in subsequent customs declaration links, and reduce the probability of subsequent abnormalities from the source. The core node connection covers real-time information push of the whole process including trailer scheduling, port entry, customs clearance release and manifest synchronization. Once temporary inspection occurs, the status will be synchronized immediately,so customers do not need to make repeated calls to multiple parties to verify the progress.

Abnormal response plans are matched in advance, for example, the quota of 21-day free demurrage application at the port of destination is locked in advance. In case of sudden container roll by the shipping company, priority reallocation and connection will be completed within 24 hours,no extra storage fees will be incurred. In the final compliance implementation link,four-flow consistent document archiving will be completed simultaneously, and a full set of materials such as transport vouchers and customs declaration copies will be sorted out, which directly meets the subsequent filing requirements for export tax refund,so customers do not need to reprint scattered materials separately.

All basic services are clearly priced, and value-added service items will be listed with clear charging standards in advance,so no hidden additional fees will be charged midway.

The full-process operation of customs declaration falls into the category of basic freight forwarding services, covering basic operations such as pre-classification of goods, pre-judgment of price verification, and manifest information synchronization. In case of document rejection, document deletion and re-declaration, and price verification disputes, the freight forwarder will connect with the customs throughout the whole process to submit supporting materials, so customers do not need to go to the customs window to submit documents in person.

After the national customs integration system is updated in 2026, cross-port customs declaration information verification will be completed uniformly by the freight forwarder, and the declaration logics of different customs districts will be aligned, so as to avoid cargo detention caused by conflicting declaration information at two ports. In the price verification stage, previous declaration data of similar products will be matched in advance to reduce the probability of price verification inquiries.

Logistics path optimization and cargo right control are core service contents. According to the delivery time requirements of the cargo owner, the optimal direct sailing or transshipment scheme can be selected, and the corresponding shipping space can be locked in advance. In case of container roll due to market space shortage, priority will be given to arranging space on subsequent voyages of the same route, no extra high urgent space booking fees are required.

The freight forwarder can negotiate with the shipping company on behalf of the cargo owner to extend the free demurrage period at the port of destination. When there is a demand for port of destination change, the freight forwarder will immediately contact the shipping company to modify the bill of lading information, and follow up the whole process of cargo right transfer, bill of lading endorsement and other operations, so as to avoid the risk of delivery of goods without original bill of lading after the goods arrive at the port.

Cross-border tax related supporting services are optional value-added items. The freight forwarder can assist in applying for VAT deferral qualification at the port of destination, and calculate the optimal customs duty declaration method for products in advance in response to the newly updated cross-border tariff requirements of the EU, Southeast Asia and other regions in 2026, so as to reduce extra tax expenditure.

For goods under cross-border related transactions, complete transport path vouchers can be provided to support the rationality of related transaction pricing, and avoid BEPS related tax audit risks. For the withholding tax declaration of non-resident enterprises, corresponding transport supporting materials can also be provided to avoid double taxation.

Cross-border receipt and payment related compliance supporting services are optional. The freight forwarder can provide a full set of transport vouchers and port miscellaneous fee vouchers that meet the requirements of the State Administration of Foreign Exchange, to support the full-process logical closed loop of foreign exchange settlement and account reconciliation. It connects to the CIPS RMB cross-border payment channel, and optimizes the exchange rate cost of foreign exchange purchase and settlement.

In response to the information verification requirements of SWIFT messages, it checks the consignor and consignee information of all documents in advance to ensure that the message information completely matches the actual transaction information, so as to avoid fund detention caused by the message being returned by the intermediary bank. Supporting materials for foreign exchange receipt of offshore accounts can also be provided on demand.

On-site port inspection coordination falls into the category of basic services. Port stationed staff of the freight forwarder is in charge of the whole process of machine inspection and devanning inspection, verifies the authenticity of the container seal in advance, checks whether the seal number completely matches the manifest information, and adjusts the placement of goods before machine inspection to reduce the probability of triggering secondary manual inspection.

For special goods that need to be sent for inspection and appraisal, the whole process of inspection submission is handled on behalf of the customer, and the progress of the test report issuance is followed up. For situations that do not meet inspection requirements, appeal materials will be submitted immediately to speed up the overall customs clearance and release process.

Export tax refund related supporting document services are extended basic services. The freight forwarder sorts out a full set of transport documents, customs declaration copies, port miscellaneous invoices and other materials to ensure that the information of transport flow, capital flow, document flow and cargo flow completely matches. In case of subsequent tax verification letters, corresponding transport track supporting materials can be provided immediately to support the smooth passing of the verification letter audit.

In the pre-declaration verification stage, the freight forwarder can assist in checking the logical consistency of document information to avoid cross-month declaration failure. The progress of foreign exchange receipt verification is followed up synchronously, so there will be no tax refund suspense caused by missing transport documents.
