I have been engaged in cross-border trade for almost 6 years, with stable supplies of outdoor home furniture from Southeast Asia and long-term large-value orders from South American clients. Recently I want to bypass the newly updated additional tariffs on certain wood products issued by the EU, and complete the delivery through the entrepot route in Singapore.

I heard from peers that not all products can be casually processed under entrepot trade. At present, apart from outdoor rattan furniture, I also have several small batches of mobile energy storage power banks, and I have no idea which of these two types of goods can be processed normally under entrepot trade and which belong to explicitly prohibited categories.

I have never touched entrepot trade business before, and I am afraid that arbitrary operation will directly lead to customs seizure or even affect subsequent foreign exchange verification and cancellation. I would like to ask what types of products are generally applicable to entrepot trade, and whether the two types of goods I own can be operated normally.

Many practitioners mistakenly believe that all general import and export commodities can be directly processed via entrepot trade. In fact, under the unified supervision rules of all national ports in 2026,there are clear boundaries for applicable products of entrepot trade.

At the pre-document review stage, first of all, confirm that the products do not belong to the regulated categories prohibited for entrepot trade in China, including endangered species, foreign garbage, and items related to military-civilian dual-use. Secondly, prepare complete upstream and downstream certificates of origin and non-processing certificates,no substantive processing or transformation of the goods is allowed in all transit links, and only simple operations such as repackaging and labeling are permitted.

For core node connection, confirm the free storage period of corresponding products with the transit port in advance, and complete the endorsement process for the transfer of cargo ownership at both ends synchronously to avoid suspended cargo ownership. For categories involving 3C certification and energy efficiency labeling, submit supporting documents of non-processing during transit to the destination country in advance,to prevent the customs of the destination country from determining it as an illegal operation evading rules of origin.

For abnormal contingency plans, reserve a standby quota of more than 7 days for demurrage charges in advance, and purchase cargo damage insurance for the transit link synchronously, finally realize four-flow matching of full-link documents,so as to ensure full compliance of subsequent foreign exchange receipt and payment and accounting treatment, and avoid problems such as outstanding accounts or abnormal tax audit inquiries.

In the customs declaration link of entrepot trade, it is not required to submit import tariff declaration materials to the entry port, but all declaration elements of the products must 100% match the customs declaration information of the original country of shipment, and the HS code or declared product name shall not be modified arbitrarily. For battery-equipped products such as energy storage power sources, confirm the dangerous goods access requirements of the country where the transit port is located in advance.

At many ports, entrepot trade of battery-containing products must complete the pre-declaration of dangerous goods with the shipping company in advance, and goods entering the port without declaration will be directly seized and returned. In 2026, the entrepot trade data of China Customs has achieved real-time networked comparison with the customs data of the country of origin and the transit country.

Once there is a deviation between the declaration information and third-party data, the system will automatically trigger a secondary declaration warning. The whole process of submitting complete cargo ownership transfer vouchers to lift the warning takes at least 3 to 5 working days, which will generate additional storage costs.

The selection of logistics routes for entrepot trade directly determines the operation cost of products. For general cargo such as ordinary outdoor rattan furniture, priority is given to transit hub ports such as Singapore and Kuala Lumpur. The free storage period for direct transit can be applied for more than 14 days, no container change is required in the whole process, and the goods can be sent to the final destination country directly after completing the bill of lading endorsement.

For mobile energy storage power banks with batteries, ports with dangerous goods transit qualification shall be selected to avoid cargo detention caused by no supporting dangerous goods storage yard at the transit port. It is also necessary to confirm the reserved quota of dangerous goods space for entrepot trade with the shipping company in advance.

In 2026, the dangerous goods space gap on Asia-Europe routes remains at around 15% all year round, and the premium for temporary booking will exceed 30%. Locking the space 15 days in advance can control the logistics cost within 1.8 times that of general cargo. Do not unseal the original container during the whole process, which can save nearly a thousand yuan of container unpacking inspection fee.

The product category of entrepot trade directly affects subsequent tax accounting. Entrepot goods that do not fall within the scope of value-added tax taxable services within the territory of China do not need to pay import value-added tax and tariffs, but all income and expenditure differences shall be recorded and accounted for in a separate ledger. For entrepot trade of high value-added electronic products, it is recommended to set up a corresponding offshore entity in the transit place to complete the transfer of cargo ownership, apply for the local VAT deferral policy, and no turnover tax shall be paid in the transit link, so that the overall comprehensive tax cost can be reduced by more than 40%.

It should be noted that the product pricing of entrepot trade shall not deviate by more than 10% from the fair market price of the same category in the same period, otherwise it will trigger anti-tax avoidance verification for cross-border related transaction pricing. It is necessary to prepare transaction flow statements for 12 consecutive months to prove the rationality of pricing, so as to avoid additional non-resident enterprise withholding tax expenditure.

The product attributes of entrepot trade directly affect the compliance of foreign exchange receipt and payment. The transaction background verification process for ordinary general cargo is relatively simple, and external foreign exchange payment can be completed by submitting upstream and downstream contracts and copies of bills of lading.

However, for products involving dual-use items and related to sanctioned countries, banks will conduct upgraded background investigations, and complete proof of the whole cargo flow track is required to complete foreign exchange purchase and payment. In 2026, the CIPS system has realized automatic verification of the transaction background of entrepot trade, and all bill of lading information and manifest information will be automatically compared with the receipt and payment message.

Once the product information does not match the transaction description in the message, the account will be directly temporarily frozen, and a full set of documents shall be submitted to the bank for manual verification. The whole process can take up to 7 working days, which will affect subsequent normal transaction settlement.

The intellectual property compliance risk of the product categories involved in entrepot trade shall be checked in advance. For entrepot trade of branded products, the global sales authorization letter issued by the brand owner must be obtained, otherwise the intellectual property right holder in the transit port or destination country can directly apply to the customs for cargo seizure, and the subsequent rights protection litigation period can be up to 6 months.

It is suggested to add a special intellectual property exemption clause when signing upstream and downstream entrepot trade contracts, stipulating that in case of cargo seizure caused by intellectual property problems of the products, all losses shall be fully borne by the upstream supplier. At the same time, apply for a full-coverage maritime letter of guarantee in advance. In case of any dispute over bill of lading endorsement, the goods can be picked up directly with the letter of guarantee, so as to avoid delivery of goods without original bill of lading or cargo ownership disputes, and ensure the safety and controllability of the whole process of cargo ownership.

After the entrepot goods enter the territory, if they are selected for inspection, first explain the attribute of entrepot trade to the on-site customs officers, and take the exclusive inspection channel for entrepot goods with priority, without submitting relevant qualification certificates for imported goods. For plant-derived products such as rattan furniture, prepare the phytosanitary certificate issued by the country of shipment in advance, so as to avoid being judged as goods requiring quarantine treatment during on-site inspection and incurring additional fumigation costs.

If the battery-equipped energy storage power bank is selected for X-ray inspection, do not open the container seal voluntarily, and cooperate with the customs officers to complete the scanning. As long as the parameters in the MSDS document completely match the actual goods, the inspection and release can be completed within 1 working day, and no extra demurrage cost will be incurred.
