I am a small and medium-sized export enterprise specializing in household goods. Recently, I received a bulk order from a Central Asian customer, which requires shipment via China-Europe Railway Express. Previously, all our export orders were shipped by sea, and we have never operated railway export.
We are also afraid of encountering problems when looking for an agent, not knowing the specific operation process of railway export via agents and what special materials need to be prepared in advance. I heard that the inspection rate at Central Asian ports has recently increased, and I am worried about additional costs due to goods being detained because of incorrect documents.
This batch of goods must clear customs by the end of the month, and I am now confused. I want to figure out the complete operation process and precautions. Please explain clearly how to smoothly export this batch of goods via a railway freight forwarder.

We will break down the entire process in the order of operation. The first step is pre-document pre-audit. For your household goods export to Central Asia,in addition to conventional documents such as packing list, invoice, purchase and sales contract, and export declaration form, you need to confirm in advance whether the goods are in the statutory commodity inspection catalog and complete the commodity inspection clearance certificate in advance. At the same time, provide the standardized packing list required by the China-Europe Railway Express to the agent, submit it for review 7 working days in advance, and check for errors and omissions early.
The second step is core node connection. After confirming the agent's booking, deliver the goods to the designated railway supervision site according to the agent's notified collection time. The agent will complete the entire process of customs declaration, manifest declaration, and railway stowage. You only need to cooperate to confirm the seal information and departure plan. It should be noted that the railway manifest information must be completely consistent with the customs declaration information, even one wrong character may prevent stowage and delay the departure time.
The third step is contingency plan. For the inspection and detention issue you are worried about, ask the agent to keep the goods samples and original factory specification certificates in advance. If on-site inspection occurs, the agent can cooperate with the customs to complete the verification immediately without your presence. In view of the recent congestion at Central Asian ports, reserve 2 days of buffer time in advance to avoid missing the delivery date required by the customer.
Finally, compliance implementation. After the goods are dispatched, the agent will return the original railway waybill and customs declaration form to you in a timely manner. You can use the waybill to submit documents to the customer, and at the same time organize the full set of documents for export tax refund filing. All fees will be quoted and confirmed in writing before cooperation, and there will be no mid-term price increases, the whole process is controllable.

For China-Europe Railway Express export to Central Asia, 12 containers can choose FCL direct shipment without transshipment. When booking, you need to confirm the agent's space locking agreement in advance. Recently, space on the Central Asian route is tight, and some small agents cannot get space after receiving the deposit, which will directly delay the departure. Free storage period and detention fee need to be agreed in the contract in advance. Normally, the free storage period at railway ports is 4 days, and the fee after that is about 80 US dollars per container per day.
The cost bearer needs to be clearly defined in advance. If the customer requires port change, you need to notify the agent 10 days in advance to modify the manifest information before departure. Port change after departure will incur a port change fee of at least 2000 yuan per container and may affect customs clearance efficiency. After the waybill is issued, you need to check whether the consignee information is consistent with the customer's requirements to avoid the customer being unable to pick up the goods at the destination port.

The price assessment rules for railway export customs declaration are slightly different from those for sea export. For household goods exported to Central Asian ports, the price assessment will focus on verifying whether the goods value is consistent with the contract and checking the risk of underreporting or concealing. You need to prepare the original factory purchase invoice in advance. If the customs initiates price assessment, you can provide supporting materials immediately.
If there is an error in the customs declaration information, you need to apply for cancellation and re-declaration in time before stowage. Cancellation and re-declaration after departure will incur detention fees and fines, and will also be recorded as a violation by the customs. Under the integrated customs clearance mode, you can declare in advance at any port in the country without declaring at the exit port, which can save 1-2 days of customs clearance time. Confirm in advance whether the agent has the integrated customs clearance authority.

For railway export collection, you can choose RMB or US dollar settlement. Using the CIPS RMB cross-border payment channel can save SWIFT transfer fees and has faster arrival time, usually 1-2 days, which is 3-5 days faster than SWIFT.
You need to confirm in advance whether the agent can cooperate with the compliance declaration of collection and payment. All collection information must be consistent with the customs declaration value and export contract to avoid verification by the foreign exchange bureau.
If the customer prepays part of the payment, you need to complete the advance payment registration in advance to avoid affecting the subsequent export tax refund verification. Do not collect payment through personal accounts, as it will cause compliance risks and even affect the enterprise's export tax refund qualification.

Before the railway export goods undergo machine inspection, you need to organize the cargo stacking in advance. Neat stacking is more convenient for machine inspection scanning and can reduce the probability of unpacking inspection. When unpacking inspection is required, you only need to issue an authorization to the agent in advance; the agent can cooperate with the customs on-site to open the box for inspection and check the quantity and specifications of the goods without the owner's presence.
If the customs requires inspection, the agent can assist in connecting with third-party testing institutions, follow up the testing progress, and submit the test report to the customs immediately after obtaining it to speed up the release process. You need to check whether the seal number is consistent with the manifest information. If the seal is damaged, you need to re-seal it in time and update the manifest information to avoid being unable to pick up the goods at the destination port.

To handle export tax refund for railway export goods, you need to ensure the consistency of four flows: goods flow, capital flow, invoice flow, and contract flow, so that you can pass the tax letter adjustment smoothly. You need to collect the full set of documents in time after the goods are exported, including a copy of the railway waybill, tax refund copy of the customs declaration form, collection certificate, packing list, invoice, and contract, and complete the document filing.
The filing materials need to be kept for 10 years. If it is an agent export, you need the agent to issue a certificate of agent export goods before you can handle the tax refund.
Confirm in advance whether the agent can issue the certificate in time to avoid affecting the tax refund declaration time. Declaring across years will increase the probability of letter adjustment.

For household goods exported by railway, the total transportation time is about 15-20 days, and the road is bumpy, so you need to do a good job of moisture-proof and reinforced packaging. The temperature difference between day and night in Central Asia is large, and the goods are easy to get damp, so you need to place sufficient desiccants in the container.
Wooden packaging needs to undergo IPPC fumigation treatment and provide a formal fumigation certificate; otherwise, the destination port customs will detain the goods and require the packaging to be destroyed, resulting in high additional costs. For glass and ceramic household products, you need to use compliant buffer packaging and do a good job of corner reinforcement to avoid damage during transportation. It is recommended to purchase cargo transportation insurance in advance to avoid losses caused by damage.
