How much higher is the overall operation cost of re-export trade compared with conventional direct import and export trade

I run a small and micro enterprise engaged in hardware and building materials export. I recently received a large order from Southeast Asia, but the destination country imposes an additional 20% tariff on similar products from China, which leaves no profit at all.
My peers said re-export trade can reduce costs. I consulted several agents: some quoted almost 15% higher than direct export, while others said they can help me save a lot of money by taking advantage of tax differences. I am totally confused with these conflicting statements.
I run a small business with thin profit margins, and I am afraid that the initial low quotation will be followed by endless hidden charges, and a large amount of miscellaneous fees will appear in the final settlement, which will swallow up the already meager profit and even lead to loss. So I want to ask whether re-export trade is more expensive than direct export after all, how the overall cost is generally composed, and whether there is a reliable way to control the cost?

Many customers ask whether re-export trade is more expensive, which essentially comes from the failure to clarify the cost disadvantages of traditional re-export operations. Traditional re-export modes mostly involve multi-layer subcontracting. After passing through one or two intermediaries, each link will add a markup. In addition, links such as container swapping, warehousing and document preparation are not transparent,so undisclosed hidden charges are very likely to occur. Many small and medium freight forwarders double the charge of container swapping fees and documentation fees, and the final overall cost is even higher than paying additional tariffs for direct trade, which completely deviates from the original intention of cost reduction.
To figure out the real cost,we first need to sort out the room for optimization. We have long-term cooperation agreements with core port warehouses in major global re-export transit countries,so we can get contracted warehousing and container swapping fees 30% lower than the market price. At the same time,we can take advantage of tax difference incentives in transit countries to reduce tax expenditure legally and compliantly, and we can also handle VAT deferment to avoid repeated payment of value-added tax in transit countries, further reducing unnecessary cost expenditure.
Re-export trade is not cost-effective for all businesses. We will first conduct an access threshold assessment, focusing on three core indicators: per-shipment cargo value, the additional tariff rate imposed by the destination country on Chinese products, and the compliance requirements of the transit country. We will not blindly promote business just to earn agency fees. Finally,we will conduct a dynamic return ratio calculation for your specific business, list all explicit and hidden costs clearly, and compare them with the comprehensive cost of direct trade. We will only recommend operation if the comprehensive cost of re-export is lower, helping you control cost risks from the source.

The customs valuation process of re-export trade directly affects cost expenditure. If the customs of the transit country values the re-export goods too high, additional tariff and value-added tax expenditure will be incurred, driving up the overall cost.
In the operation of re-export trade, it is necessary to prepare a full set of title documents, certificate of origin and purchase and sales contract in advance to ensure that the declared price meets the customs valuation requirements of the transit country, so as to avoid customs detention caused by valuation disputes and additional expenses such as port detention fees and warehousing fees. In response to customs valuation inquiries, it is necessary to prepare market transaction price records of similar goods and corresponding payment and receipt vouchers in advance to ensure a closed price logic, and avoid increased overall cost caused by tax payment after valuation adjustment.
Most transit countries will retain the re-export duty exemption policy for compliant re-export goods in 2026. As long as the documents meet the requirements, no additional tariff cost will be incurred.

The logistics cost of re-export trade accounts for about 30% of the overall cost, and choosing the right transit solution can directly reduce costs. Re-export trade requires container swapping and transshipment. In case of space overbooking and container rollover at the transit port, additional port diversion fees and container demurrage fees will be incurred, driving up the overall expenditure. Locking shipping space on fixed schedules at the transit port in advance and signing long-term agreements with the transit port container yard can get a 10-15 day free storage period, avoiding unnecessary container demurrage expenses.
The requirements of the transit country should be confirmed in advance for the bill of lading endorsement and transfer link, so as to avoid failure to swap containers due to non-compliant bills of lading and additional amendment fees. There are different cost optimization solutions for FCL and LCL re-export respectively: for FCL re-export, only the container seal can be replaced without changing the packaging to reduce container swapping costs; for LCL re-export, shared warehouse container swapping can be adopted to share warehousing costs.

The tax cost of re-export trade is the core factor affecting the overall price, and compliant use of tax policies can greatly reduce costs. Transit countries generally do not levy import tariffs on re-export goods, but if VAT deferment is not handled in advance, VAT needs to be paid first before applying for tax refund, which occupies cash flow and incurs tax refund handling fees, driving up hidden costs.
For re-export involving cross-border related party transactions, transaction pricing should be done in advance to meet BEPS requirements, so as to avoid being identified as base erosion by tax authorities and incurring tax payment and fines. At present, most major transit countries have introduced duty-free policies for compliant re-export trade. As long as the operation meets the requirements, no additional tax cost will be incurred, and the preferential tariff policy of the destination country for the transit country can also be used to reduce the tariff expenditure of the destination country.

Non-compliant payment and receipt of foreign exchange in re-export trade will lead to exchange rate losses and compliance fines, driving up the overall cost. In 2026, CIPS for RMB cross-border payment has covered most re-export transit countries.
Settlement in RMB can avoid SWIFT remittance fees and exchange rate fluctuations, reducing settlement costs. Payment and receipt of foreign exchange need to meet the compliance requirements of SAFE for re-export trade.
Whether receiving before payment or paying before receipt, filing should be done in advance to avoid account suspension caused by compliance issues and capital occupation costs. For re-export payment and receipt through offshore accounts, message information declaration should be done in advance to ensure the alignment of title, fund and document flows, so as to avoid account freezing by banks and additional account unfreezing costs.

Unclear clauses in the title transfer link of re-export trade will lead to legal disputes and additional cost expenditure. Re-export trade requires multiple title transfers, so soft clauses in L/C terms should be checked in advance to avoid failure to settle foreign exchange due to clause traps and bad debt losses. A qualified letter of guarantee should be issued in the process of title transfer to clarify the responsibilities of all parties, so as to avoid unnecessary compensation expenditure caused by cargo damage during the transit link.
Intellectual property rights filing should be done in the destination country in advance to avoid intellectual property right infringement caused by re-export of goods and the resulting cost of customs detention and fines. Force majeure clauses should be fully covered to avoid additional breach of contract compensation costs caused by sudden shipping delays.

Improper response to on-site inspection at the transit port of re-export trade will incur additional costs such as container unstuffing fees, laboratory testing fees and port detention fees, driving up the overall expenditure. The authenticity of container seals should be checked before re-export goods are swapped, so as to avoid being judged as high-risk goods by customs and arranged for manual inspection due to damaged seals.
A full set of documents should be sorted out in advance and placed in a conspicuous position of the container, so as to avoid manual container unstuffing caused by abnormal cargo images during non-intrusive X-ray inspection. Container unstuffing fees and re-securing fees after unstuffing are all extra costs, which often amount to thousands or even tens of thousands of dollars. If you receive an inspection notice, you should clarify the inspection requirements in advance and prepare corresponding explanatory documents to speed up the inspection, so as to avoid more port detention fees caused by increased detention days.

Re-export trade requires container swapping at the transit point. If the packaging does not meet the transit transportation requirements, it will lead to cargo damage, additional compensation and replenishment costs, driving up the overall expenditure.
Re-export trade has one more container swapping and unstuffing operation, so the packaging reinforcement requirements are higher than those of direct trade. Appropriate cushioning packaging materials should be selected according to the characteristics of the goods, and fragile goods should be additionally reinforced with wooden frames to avoid collision damage during container swapping.
Re-export of dangerous goods should meet the UN dangerous goods packaging requirements, and MSDS preparation and dangerous goods classification and identification should be done in advance, so as to avoid cargo detention by the transit port due to non-compliant packaging and the resulting fines and warehousing costs. Moisture-proof treatment should meet the climate requirements of the transit port to avoid cargo moisture deterioration and losses.

Non-compliant operation of the export tax refund link of re-export trade will lead to failure to obtain tax refund, increase additional costs and drive up the overall expenditure. Re-export trade needs to meet the verification requirement of alignment of cargo, fund, invoice and contract flows before export tax refund can be handled normally. If any link fails to correspond, it will trigger a tax authority verification inquiry, delaying the tax refund time and even leading to failure to obtain tax refund.
Document filing should be done in advance, including container swapping certificate, bill of lading and warehouse receipt from the transit country, all of which should be stored and archived to deal with verification by tax authorities. Foreign exchange receipt verification and cancellation should meet the requirements of SAFE, and foreign exchange receipt should be completed within the specified time, so as to avoid failure to enjoy the tax refund policy due to overdue foreign exchange receipt and unnecessary cost losses.

The overall cost of re-export trade can be controlled by optimizing the supply chain structure, and the choice of different trade terms directly affects the cost level. The cost composition of re-export trade is completely different under FOB and CIF terms. Under CIF terms, the seller bears the logistics cost, and can obtain a lower contracted logistics price by integrating long-term cargo volume, reducing the overall cost.
For long-term stable re-export orders, front-end warehouses can be established in transit countries to realize inventory linkage shipment, reducing the cost expenditure of multiple container swapping. Through the cost actuarial model, we will design the most suitable re-export structure according to your order value, frequency and destination country requirements, cut unnecessary intermediate links, control the overall cost within the expected range and avoid hidden expenses.
