Our company is a foreign trade firm focusing on import and export of Southeast Asian electronic products. We recently purchased a batch of chip modules from Malaysia, and plan to export them to Germany via transshipment at the Port of Singapore. However, the customs requires us to provide entrepot trade proof.
We are not sure whether this transaction falls into the category of Singapore entrepot trade, and fear that misclassification will lead to tax refund failure or cargo port detention. We want to learn the core definition of Singapore entrepot trade, document details that require attention during operation, and methods to ensure the compliance of logistics transshipment schemes, so as to avoid cargo detention risks caused by biased policy cognition.

To conduct entrepot trade in Singapore, the legal definition must be clarified first: according to the 2026 Revised Amendment of Singapore Customs Act,entrepot trade specifically refers to the trade form that "cargo does not go through substantial processing or value-adding within Singapore, and is directly transshipped after simple operations such as warehousing, sorting and packaging". However, enterprises often fall into three major cognitive misconceptions: first, equating "transshipment at the Port of Singapore" with "entrepot trade",ignoring whether the cargo completes substantial processing (such as additional chip module installation) in Singapore, second, believing that entrepot trade is tariff-free,while in fact Singapore only exempts import-link tariffs on entrepot cargo, but requires filing of Certificate of Re-Export of Goods (REP),third, confusing "entrepot trade" with "transit trade",where the ownership of cargo in transit trade always belongs to a third country, while for entrepot trade, the cargo ownership must be transferred to the buyer within Singapore.
Misclassifying the Singapore-related transaction as entrepot trade may trigger a chain of risks: first, tax refund failure. If the cargo gains more than 30% value added through processing in Singapore,it will be identified as "processing trade",and the entrepot trade tax refund policy will not apply, leading to non-deductibility of the paid value-added tax, second, customs detention. In 2026,the Port of Singapore Authority added the new "ownership chain penetration verification" regulation. If it is found that cargo is directly transshipped without completing REP filing in Singapore,a fine of 10-20% of the cargo value will be imposed in accordance with Article 47 of the Customs Act,and the cargo will be temporarily detained, third, sharp increase in logistics costs. If the cargo is determined as "processing trade",an additional 17% value-added tax and warehousing detention surcharge will be levied, and the cost of a single shipment may increase by 2500 to 8000 Singapore Dollars.
Physical risk isolation should be implemented from three aspects: first, apply for the "Storage Permit for Entrepot Trade Cargo" (STC) synchronously when the cargo enters the territory, and clearly mark the statement of "no processing and no value adding",second, adopt the "direct transshipment" mode for the logistics scheme, avoid unpacking and sorting of cargo in Singapore (unless the operation meets the special exemption specified in Article 12 of the Singapore Free Port Regulations),finally, establish a "dual-track document system",prepare both the Certificate of Re-Export and the Entrepot Trade Processing Statement,so that the ownership transfer proof can be provided immediately during customs inspection.
Exclusive loss mitigation tips: If misclassification has already occurred, you can apply for "emergency classification review",submit the original cargo purchase contract and Singapore warehousing documents, and complete classification adjustment within 48 hours,if the cargo has been detained, immediately contact the designated inspection agency of Singapore Customs to arrange "Non-Intrusive Inspection" (NIT),and confirm whether there is processing trace on the cargo through X-ray scanning. This type of inspection can shorten the port detention period to within 72 hours.

During customs declaration, it is critical to verify whether the cargo has completed substantial processing in Singapore: the 2026 "Guidelines for Customs Valuation of Entrepot Trade" issued by the General Administration of Customs clearly states that simple operations such as attaching labels and packaging marks to cargo in Singapore are not regarded as processing value adding, but the statement of "non-processing value adding" must be marked in the remarks column of the customs declaration form.
Meanwhile, note that Singapore entrepot trade requires the submission of Certificate of Re-Export of Goods (REP), which is issued by the Port of Singapore Authority and must include 12 key information items such as original import time of cargo, cargo value, and transshipment destination. Missing any item will trigger the "document defect warning". If processing behavior of the cargo in Singapore is confirmed, immediately terminate the entrepot operation and declare it as "transit trade", to avoid subsequent tax refund failure caused by classification error.。

The logistics transshipment should adopt the "direct delivery alongside vessel" mode, to ensure that the cargo at the Port of Singapore does not enter the processing zone outside the bonded zone. In 2026, the Port of Singapore launched the new "Transshipment Ownership Isolation System", which requires that the bill of lading of entrepot cargo must clearly indicate that "SHIPPER is the seller, CONSIGNEE is the buyer", and complete "bill of lading endorsement transfer" at the transshipment port.
If the cargo needs to be unpacked and sorted in Singapore, apply to the Maritime and Port Authority of Singapore (MPA) in advance for "special warehousing permit", and mark "unpacking operation is only for packaging reinforcement" in the logistics documents, otherwise the operation may be identified as "processing value adding". It is recommended to choose the "dedicated entrepot warehouse" certified by the Port of Singapore Authority, which provides a 72-hour free storage period to reduce port detention risks.。

At the taxation level, Singapore entrepot trade applies the VAT deferral policy: enterprises can choose to "defer VAT payment" when the cargo is imported, but must submit the Re-Export Voucher within 30 days after the cargo is re-exported to complete verification and write-off. Note that Singapore levies a 0.5% "entrepot management fee" on entrepot cargo, and this fee is deductible during tax refund.
In 2026, the Inland Revenue Authority of Singapore launched the new "Digital Tax Voucher System", which requires enterprises to upload entrepot trade data in real time through the IRAS platform. If the data is delayed by more than 24 hours, a tax audit will be triggered. It is recommended to implement the "dual tax review system", assign dedicated personnel to be responsible for REP and VAT deferral applications, to avoid tax risks caused by data errors.。

Foreign exchange collection must strictly follow the "three-party consistency" principle: the SWIFT message Field 71A must be marked with "transit payment" for Singapore entrepot trade foreign exchange collection, and the collection account must be a Singapore offshore account (such as DBS Bank, OCBC Bank).
In 2026, the CIPS system launched the new "Singapore Entrepot Trade RMB Settlement Channel", enterprises can choose RMB settlement to avoid exchange rate fluctuation risks, but note that if the amount of a single foreign exchange collection exceeds 500,000 US dollars, the Cross-Border Receipt and Payment Declaration Form must be submitted. If the collection account is not an offshore account, the Singapore Bank Account Certificate must be additionally provided, otherwise the "abnormal foreign exchange settlement warning" from the State Administration of Foreign Exchange will be triggered.。

The exclusive agreement for entrepot trade must be signed for ownership transfer: according to the 2026 Revised Amendment of Singapore Sale of Goods Act, the ownership transfer of entrepot trade cargo must be completed within 48 hours after the cargo enters the territory, and the "ownership transfer stamp" must be affixed on the back of the bill of lading. If the transaction involves multimodal transport, the statement of "ownership belongs to the buyer" must be marked on each segment of transport documents.
It is recommended to adopt the dual guarantee mode of "electronic bill of lading + physical endorsement". The electronic bill of lading is generated through the SGX Connect platform, and the physical bill of lading must be signed and confirmed by the buyer before being submitted to the carrier. In case of ownership disputes, enterprises can claim that the cargo has not been processed in Singapore in accordance with Article 5 of United Nations Convention on Contracts for the International Sale of Goods, to avoid legal disputes.。

During on-site inspection, the authenticity of the seal should be focused on: the Inspection Department of the Port of Singapore adopts the "QR Code Seal System", each container seal has a unique QR code, which can be scanned with a mobile phone to verify authenticity. If it is found that the seal is not registered on the inspection sheet, the case will be judged as "ownership not transferred".
It is recommended to take photos of the seal synchronously when the cargo enters the territory, and ask the customs officer to scan the code on site for confirmation during inspection. If the cargo needs to be unpacked for inspection, apply for "unpacking scheme filing" in advance, and mark in the inspection record sheet that "unpacking is only for quantity counting, no processing operation is conducted", to avoid misjudgment of processing behavior by inspectors.。

Special packaging must comply with the IMDG Code: the Port of Singapore has strict requirements on dangerous goods packaging. Even for non-dangerous goods packaged with plastic pallets, additional anti-static treatment must be conducted. The new "Singapore Packaging Safety Standard" issued in 2026 requires that the words "non-processing value adding" must be marked on the packaging of entrepot cargo.
It is recommended to adopt the "double-layer moisture-proof packaging" mode, use PE bag as inner layer and waterproof carton as outer layer, and paste the "dedicated for entrepot trade" label on the outer side of the packaging, so that the customs can quickly identify the cargo during inspection. If the cargo is precision electronic components, the words "precision instrument, no extrusion" must be marked on the packaging, to avoid logistics disputes caused by packaging problems.。
