Your China Import Partner
Reliable sourcing and import agency services.
We are a foreign trade factory specializing in exporting outdoor products. Recently, to cope with the anti-dumping duties imposed by Europe and the United States on Chinese products, we plan to adopt the Thailand re-export trade route. We have consulted several small agencies, but they either quote inflated prices with lots of hidden charges, or arbitrarily promise to issue certificates of origin without mentioning compliance risks at all.
Last month, one of our peers hired a small agency to handle the business, but the certificate of origin failed the customs verification, the entire container of goods was detained, and a huge fine was imposed. Now we dare not choose service providers randomly.
We need to find a reliable service provider for full-process operation, which not only meets the compliance requirements of China, Thailand, Europe and the United States, but also controls the overall cost and avoids the risks of cargo detention and fines. We would like to ask which service provider is reliable for Thailand re-export trade?

A common misunderstanding in the industry is that many small agencies cut costs to grab orders, will omit the on-site container replacement step, directly switch documents for the original container,or forge or borrow certificates of origin from Thai factories without matching actual production capacity and shipment records. Once such operations are randomly inspected by the customs of the importing country, problems will definitely occur. The chain reaction is direct cargo detention, you will not only need to pay the full amount of anti-dumping duties retroactively, but also pay high port demurrage and container detention fees. In severe cases, you will be included in the customs early warning list, affecting all subsequent export business of the enterprise.
There are two core operations for physical risk isolation: Third-party supervision of the entire container replacement process with evidence retained. After the re-export goods arrive at the port, all are transported to the designated yard for container replacement, the whole process is photographed and filed, and qualified official seals are replaced, require Thai local cooperative factories to issue certificates of origin matching real shipment records, all document information corresponds to customs declaration and logistics information one by one, with traceable sources.
Our exclusive loss reduction solution is to conduct document pre-review in advance,pre-verify the authenticity and information matching degree of the certificate of origin before shipment, and purchase special liability insurance for re-export trade at the same time. In case of verification abnormalities, the emergency plan is activated immediately,we can assist in port change or submission of appeal materials,to minimize possible losses.

Thai Customs has made new adjustments to the price review standards for re-export goods in 2026, and the price review and verification rate for high-value re-export goods to Europe and the United States has increased by 8%. Underreporting of goods value or inconsistency between title documents and actual transactions will trigger price review disputes, leading to cargo detention and requirements for supplementary materials.
In operation, a full set of re-export process documents should be prepared in advance, including purchase contracts, re-export warehousing records, and container replacement vouchers. Documents at each node must correspond to the goods value information to avoid being identified as price fraud and affecting the overall customs clearance efficiency.

In 2026, the probability of space overbooking and container rollover on Europe and America routes at Bangkok Port and Laem Chabang Port in Thailand has increased by 12% compared with three years ago. Many small agencies cannot lock shipping space in advance, which easily leads to shipping schedule delays and additional costs.
Compliant operation requires locking re-export shipping space 7 days in advance, agreeing on a fixed re-export container replacement area with the port, completing container replacement within 3 working days after the re-export goods arrive at the port, and applying for a maximum 14-day free storage period to avoid high container detention fees. The bill of lading endorsement is strictly operated in accordance with the requirements of re-export title, with clear title throughout the process, and no title disputes will occur.

In 2026, Thailand opened the application for VAT deferral qualification for re-export goods. Compliant operation does not require prepayment of Thai import VAT, which can save a large amount of working capital occupation.
Many small agencies do not understand the latest policies, and will require customers to prepay VAT in advance, which increases the overall operation cost, and may also lead to failure to obtain tax refund due to non-compliant filing. Compliant operation will help eligible enterprises apply for VAT deferral qualification in advance, sort out the cross-border tax structure, isolate the withholding tax risk of non-resident enterprises, and optimize the overall tax difference income.

Payment and collection for re-export trade must strictly meet the compliance requirements of the foreign exchange administration. At present, CIPS cross-border RMB payment has covered most re-export businesses in Thailand, and RMB can be directly used for settlement to reduce exchange loss.
Many small institutions will guide customers to settle foreign exchange privately through non-compliant offshore accounts, which easily triggers the monitoring of the foreign exchange administration and leads to account freezing. Compliant operation will match the logistics flow and document flow to complete the payment and collection filing, adopt formal settlement channels, achieve consistency of the three flows, fully meet the compliance requirements, and leave no hidden risks in payment and collection.

The re-export trade contract should clearly stipulate the division of responsibilities for the authenticity of documents. Many small agencies will directly shirk responsibilities and refuse to bear losses after problems occur.
In operation, the handling plan for abnormal situations should be clearly specified in the contract, the responsibility attribution for risks such as cargo detention and fines should be agreed, the title transfer process should be clear, and the responsibility should be locked with a formal bank guarantee. If the goods involve intellectual property rights, the intellectual property customs protection filing should be completed in advance to avoid cargo detention caused by intellectual property disputes.

In 2026, the origin inspection rate of Thai re-export goods by Europe and the United States has increased to 16%, and Thai Customs will also cooperate in the second verification. After container replacement of re-export goods, customs-approved security seals need to be re-applied, and the seal number should be entered into all documents simultaneously.
Before unpacking inspection, sort out the shipping mark information and certificate of origin of the corresponding goods in advance to cooperate with customs inspection. If inspection and identification are required, prepare the production capacity certificate and purchase record issued by the factory in advance to speed up the inspection process and avoid unnecessary cargo detention delays.

For goods exported from China to Thailand for re-export, handling export tax refund needs to meet the requirement of consistency of four flows. Many small agencies have incomplete document filing after operation, leading to failure in tax correspondence verification and failure to obtain tax refund smoothly.
Compliant operation will sort out the full set of filing documents in advance, organize and retain all re-export container replacement records, certificates of origin, bills of lading, and transaction contracts, achieve complete consistency of logistics flow, capital flow, invoice flow and document flow, cooperate with the correspondence verification of tax authorities, ensure smooth passage of verification and obtain export tax refund, and avoid tax refund failure caused by document problems.
