I am the person in charge of a tile manufacturing enterprise in Foshan. I am currently running tile transshipment trade from Foshan to Indonesia, taking Singapore as the main transshipment hub. I heard that tiles are classified as sensitive goods with extremely strict port inspection.
Last month, our cargo was detained by customs once for alleged incorrect HS code declaration. We actually adopted FOB terms, and the bill of lading shows ceramic floor tiles, but customs classified the goods as "other ceramic products", leading to a 15% tax rate difference.
The daily demurrage fee reaches 2000 USD, which is unbearable for our business. We are looking for an experienced team for guidance, to find a more reliable transshipment solution or learn how to optimize the process to avoid customs detention.

Tile transshipment trade does come with multiple risks. Ceramic products in particular are heavy and fragile, and improper selection of transshipment ports will easily trigger customs inspection. Common misconceptions include regarding the Port of Singapore as an "all-purpose transshipment port" (in fact, confirmation is needed on whether it opens special supervision warehouses for tile products),or ignoring the classification complexity of tiles (such as HS code differences between polished tiles and glazed polished tiles). If these misconceptions are not avoided, light consequences include widened tax rate difference and accumulated demurrage fees, while severe consequences include customs suspicion of "false declaration and concealed information",leading to cargo seizure and the enterprise being added to the dishonest list.
Physical risk isolation measures need to cover the entire operation chain: ① For transshipment port selection,it is recommended to compare the Port of Singapore (advantages: free port policy + high transparency) and Port of Johor in Malaysia (disadvantages: high delay risk in rainy seasons),and give priority to the Port of Singapore as the transshipment hub,② For packaging reinforcement, adopt the "double buffering + anti-tilting carton sealing" solution to avoid tile breakage caused by turbulence in sea transportation,③ Apply for "pre-classification in transshipment warehouses" in advance, and lock the HS code through the "advance classification ruling" system of the General Administration of Customs of China to reduce the probability of declaration errors.
Exclusive loss control tips: ① Sign a "DDP all-inclusive" agreement with shipping companies (such as the "sea freight + customs clearance integration" service of COSCO Shipping),to cover all expenses from Foshan Port to the Port of Singapore,② Build an "inspection green channel" by submitting the Pre-declaration Form for Transshipment Goods Inspection to customs 72 hours in advance,to avoid random inspection,③ Arrange "second fumigation" pre-treatment at the Port of Singapore to meet Indonesia's phytosanitary standards, and eliminate inspection triggers from the source.

Tile transshipment HS code declaration needs to accurately match product parameters. For example, the tax rate difference between polished tiles (HS code 69089000) and porcelain tiles (HS code 69081000) can reach 8%-15%.
It is recommended to upload parameters such as water absorption rate and density of tiles through the "Classification Assistant" mini-program before declaration, and obtain a Classification Opinion Letter issued by a third-party pre-classification agency to reduce the probability of customs classification disputes. If declaration errors have occurred, you can apply for "deletion and re-declaration" 24 hours before the cargo arrives at the port to avoid demurrage fees.。

In the logistics scheme of tile transshipment via the Port of Singapore, the optimal transshipment time is controlled within 72 hours (time exceeding this limit will break the free storage period).
It is recommended to choose "direct sailing + dedicated shipping space", such as the Maersk direct route from Foshan to Singapore, to avoid transshipment delays caused by passing through small ports such as Ho Chi Minh Port. The bill of lading shall be made as "order bill of lading + blank endorsement" to ensure that the cargo ownership can be transferred at any time.。

Indonesia levies 10% import tariff plus 7% value-added tax on imported tiles. If transshipped via Singapore, you can apply for the "VAT deferral" policy (requiring a locally registered company in Singapore), to postpone the VAT payment time to when the goods are sold.
In addition, for related party transaction pricing, the selling price of tiles between the parent company and the Singapore subsidiary shall refer to the local import price of Indonesia, to avoid being identified as "low-price transfer" by tax authorities.。

Tile transshipment requires "consistency of four flows": cargo ownership flow (endorsement on bill of lading), capital flow (receiving foreign exchange via offshore accounts), information flow (customs declaration form data), and document flow (certificate of origin + packing list).
It is recommended to use the CIPS system to complete foreign exchange collection, to avoid SWIFT message interception due to "sensitive product categories". The Singapore account shall keep capital flow records of at least 6 months for tax inspection.。

The tile transshipment contract shall add a "force majeure clause" to clarify the loss sharing mechanism caused by customs policy changes. For example, it can be agreed that "if the import tariff of Indonesia is raised, both parties shall bear 50% of the extra cost".
Meanwhile, it is recommended to purchase "overseas warehouse insurance" from China Export & Credit Insurance Corporation in advance, to cover the breakage risk of goods during transshipment in Singapore.。

During on-site inspection of tile transshipment, you need to note: ① Request the inspection officer to provide the Inspection Notice and mark the inspection scope; ② For tiles that will go through machine inspection, wrap the cartons with anti-magnetic aluminum foil paper in advance to avoid metal parts interfering with the machine inspection; ③ If the inspection finds inconsistency between goods and declaration, you can submit the Classification Objection Letter on site, and apply for "release after inspection" instead of "return shipment" to shorten the demurrage period.。
