I am the owner of an industrial valve export factory in Wenzhou, Zhejiang Province. I recently received a large order from the EU, but the EU imposes high anti-dumping duties on industrial valves made in China, and the customer requires us to conduct re-export trade to avoid the tariffs.

I have never operated re-export trade before, so I am worried that choosing the wrong transit country or non-compliant documents will lead to customs detention of goods, that I will lose control of cargo ownership and end up losing both money and goods, and I also wonder if there are any new pitfalls with the changed 2026 compliance requirements. I would like to ask what practical successful cases of valve re-export trade you have handled, what scenarios they correspond to, and whether you can provide references to match my current situation?

We just completed a re-export trade project for domestic industrial valves exported to the EU at the end of 2025,which corresponds to the anti-dumping duty avoidance scenario. The whole process was implemented in full compliance, helping the customer save nearly RMB 1.2 million in anti-dumping duties. The first step of this project was pre-audit of third-country certificate of origin. We checked the production capacity and customs declaration records of factories in the transit country Malaysia in advance,to ensure that the logic of the certificate of origin meets the valuation requirements of EU customs, and avoid detention due to inconsistent origin logic.

For the connection of core nodes,we arranged for the goods to sail directly from Shanghai Port to Port Klang, the transit port. The whole process of container pickup and replacement was recorded on video for evidence, and the replacement of third-country bill of lading, certificate of origin and packing list was completed simultaneously. The container replacement time was controlled within the free storage period,so no additional port detention fees were incurred. The cargo ownership was held by our client throughout the process, and there was no risk of loss of cargo ownership control.

In terms of exception response plans,we reserved 10% of buffer time for documents in advance. For possible origin verification initiated by EU customs,we sorted out a full set of response materials in advance, predicted the valuation direction in advance, and made full response preparations. Finally, the project was cleared smoothly, and the customer received foreign exchange normally to complete the entire trade process.

We also have many successful cases for different scenarios, including valve trade re-exported to the United States and Southeast Asia, all of which were implemented in line with the latest 2026 compliance requirements. We can match corresponding reference solutions according to the specific trade scenarios of customers.

For valve re-export trade, the valuation link is the core focus of customs verification. All compliant implemented projects in successful cases have sorted out the price logic of export declaration in the transit country in advance, matched the average transaction price of the valve industry in the transit country, to avoid valuation disputes caused by price deviation. For the secondary declaration of re-export trade, we sort out the cargo ownership transfer records of the whole process of container pickup, replacement and shipment in advance, to ensure that the logic of the customs declaration form is consistent with the flow of cargo ownership.

When encountering valuation disputes, we can quickly provide supporting materials, and there will be no pending accounts or order postponement. For re-export shipments from different ports across the country, documents are sorted out in accordance with the requirements of integrated customs clearance, to ensure that customs declaration data can be verified synchronously at both the port of departure and the transit port, there will be no problem of declaration deletion and re-submission caused by data mismatch, and all processes form a complete logical closed loop to meet the requirements of customs verification.

Valves are heavy cargo, so there are relatively high requirements for route selection and cargo ownership control during re-export transportation. In successful valve re-export trade cases, the scheme of direct sailing to the transit port is basically adopted, to avoid seal damage and cargo ownership disputes caused by multiple transits. For the container replacement link, we agree on the free storage period with the transit port agent in advance. Generally, we can apply for a 7-day free storage period, which is sufficient to complete the container replacement operation, and no additional container detention fees or port detention fees will be incurred.

For the bill of lading link, blank endorsement transfer is required to meet the requirements of cargo ownership transfer. After container replacement, a new bill of lading with the transit country exporter as the shipper is issued, which meets the document clearance requirements of the destination port customs. In case of overbooking and container rollover, we reserve alternative space in advance, which will not delay the delivery date. All container replacement operations are photographed and recorded throughout the process to avoid the risk of wrong delivery or swapping of goods.

The core of the tax structure design for valve re-export trade is to use the tax policies of the transit country to reduce the overall cost. Most successful cases choose to operate in transit countries with VAT deferral policies, so there is no need to pay import VAT in the transit country, and container replacement and shipment can be completed directly, reducing the occupied capital cost by more than 30%.

The pricing of cross-border related transactions meets the relevant requirements of BEPS, will not be identified as base erosion, and avoids inspection by the tax authorities of the transit country or the destination country. For the withholding income tax of non-resident enterprises, we make planning in advance, and use the tax agreement between the transit country and the destination country to reduce the withholding tax rate. The overall tax cost can be reduced by 8-12 percentage points, and no hidden tax risks will be left.

The foreign exchange receipt and payment link of valve re-export trade needs to strictly comply with the current foreign exchange compliance requirements. In most successful cases, third-party offshore accounts are used for transit settlement, or CIPS RMB cross-border payment is used for direct settlement, to avoid information leakage of SWIFT messages leading to the destination country customs finding the origin country information.

For the foreign exchange settlement link, we complete account balancing in advance to ensure that the logic of foreign exchange receipt and payment is consistent with the cargo flow and document flow, and there will be no situation of being inspected by the State Administration of Foreign Exchange due to non-compliant foreign exchange receipt and payment. For the foreign exchange purchase link, we lock the exchange rate in advance according to exchange rate fluctuations to optimize the foreign exchange purchase cost, which can save 0.5-1 percentage points of exchange difference cost compared with temporary foreign exchange purchase. All operations comply with the current cross-border foreign exchange receipt and payment compliance requirements, and there are no compliance risks.

For the cargo ownership transfer link of valve re-export trade, the node of cargo ownership transfer needs to be clearly specified in the contract to avoid the risk of losing both money and goods. For letter of credit terms, we check for soft clauses in advance, such as clauses requiring the provision of official certificate of origin of the transit country, and clarify the issuing entity and validity period of the documents, to avoid refusal of payment due to non-conforming documents.

The transit country agent is required to issue a bank guarantee to ensure the safety of cargo ownership at the transit port, and there will be no situation where the agent detains the goods without authorization. In terms of intellectual property rights, we complete the customs filing of intellectual property rights of valve brands in advance, and complete the filing in both the transit country and the destination country in advance, to avoid cargo detention caused by intellectual property disputes. All contract terms have a force majeure fallback clause to respond to emergencies.

After container replacement at the transit port for valve re-export trade, we will re-check the authenticity of the seal to ensure that the seal number is consistent with the information on the new bill of lading, so as to avoid unpacking inspection by the destination port customs due to inconsistent seals. In case of inspection by the destination port customs, we sort out a full set of documents in advance, including container replacement photos, certificate of origin, and transit country customs declaration form, to cooperate with the customs to complete the verification.

When unpacking inspection is carried out, we explain the packaging situation of the valves in advance, so that the inspection will not fail due to damaged packaging. For the X-ray inspection link, we sort out the declared weight and volume of the goods in advance, which are consistent with the actual goods, so as not to trigger further inspection due to data deviation. In case of sampling and identification, we prepare the product manual and material report of the valves in advance, and cooperate with the laboratory to complete the identification, so as to shorten the inspection processing time.

Valves are heavy industrial products, and re-export transportation requires two loading and unloading operations, so the requirements for packaging strength are higher. In successful cases, reinforcement treatment is carried out according to the weight and volume of the valves, and moisture-proof and rust-proof packaging is adopted, to avoid rust of valves caused by moisture during transit transportation, which affects product delivery.

For valves with pressure accessories, we complete packaging classification appraisal in accordance with the requirements of UN dangerous goods packaging, and update MSDS information in advance, which meets the transportation requirements of the transit country and the destination country, to avoid cargo detention due to non-compliant packaging. The cushioning packaging materials are degradable materials that meet the transportation requirements of the transit country, so no fines will be imposed due to environmental protection issues. The overall packaging scheme not only meets the physical protection requirements, but also meets the compliance requirements of both sides.

Export tax refund can also be applied for valve re-export trade. All successful cases sort out documents strictly in accordance with the compliance requirements for export tax refund, to ensure that the four flows, namely cargo flow, capital flow, invoice flow and contract flow, are consistent, so that there will be no failure to pass the tax letter verification due to inconsistent four flows.

We complete foreign exchange receipt verification in advance, and the foreign exchange receipt information is consistent with the export declaration information, so there will be no problem of capital return leading to suspension of tax refund. Document filing is sorted out in advance, including container replacement records, bills of lading and certificates of origin of the transit country, all of which are kept and filed as required.

We complete verification in advance in the pre-declaration link, and adjust problems in time when found, which will not affect cross-month declaration. Finally, the export tax refund is obtained smoothly, and no capital loss will be caused to the enterprise.

The supply chain structure of valve re-export trade needs to be designed in combination with order volume, tariff rate of the destination country, and cost of the transit country. All successful cases carry out structure optimization according to the long-term orders of enterprises. If an enterprise exports valves to the EU for a long time, it can cooperate with fixed container replacement sites and agents in the transit country for a long time, to get more favorable site fees and logistics costs, and can also carry out inventory linkage, stock part of the valves at the transit port in advance, and directly replace containers and ship after receiving orders, so as to shorten the delivery cycle.

For trade terms, CIF and FOB terms can be converted according to the actual situation, to optimize cargo ownership control and cost structure. The overall supply chain cost can be reduced by 5-8 percentage points, which matches the long-term trade needs of enterprises, and dynamic optimization and adjustment can be carried out.
